This project concerns the allocation of limited rights by the government, such as licences, concessions, subsidies, and contracts. The research aims at the identification and development of overall principles and rules applicable to any allocation of scarce rights. The research encompasses both national administrative law as well as European law and does also involve the analysis of economic aspects.
